Our team

Potomac Strategic Consulting LLC is grounded in the straightforward belief that lasting success in Washington comes from building strong, trusted relationships. The firm is committed to putting clients first prioritizing their objectives, safeguarding their interests, and providing clear, practical guidance rooted in experience. Led by Towner French and supported by a team of seasoned professionals including Meagan Foster, Bryce Matthews, and Margaret Edsey, the firm brings together decades of experience navigating the policy and political landscape in Washington, D.C. The team’s collective background reflects a deep understanding of how institutions work, how decisions are made, and how to effectively advance client priorities within that environment.


Potomac Strategic Consulting is intentional and selective in its engagements to ensure every client receives senior-level attention and thoughtful strategy. Towner French, President

Towner advises a diverse portfolio of clients on a broad spectrum of legislative issues across health care, defense & aerospace, financial services, tax, transportation, natural resources, and foreign policy, and has extensive experience building and representing large coalitions. Before co-founding Potomac Strategic Consulting, he spent more than a decade in private practice, most recently as federal practice lead and managing director at Cozen O’Connor Public Strategies and previously as a partner at Capitol Counsel LLC, representing clients before Congress and multiple Administrations. Prior to that, he served nearly 15 years in the House of Representatives, most recently for House Republican leadership, concluding as deputy staff director of the House Committee on Rules under Chairman Pete Sessions (R-TX), where he led coalition efforts, served as liaison to leadership and stakeholders, and directed strategy that contributed to passage of the Stephen Beck, Jr. ABLE Act. He previously served as chief of staff to Chairman Sessions, managing a diverse staff and leading health care policy while acting as liaison to the NRCC; as chief parliamentarian of the House Committee on Homeland Security under Chairman Peter King (R-NY), directing legislative strategy and committee process; and for nine years as chief of staff and legislative director to Congressman Lincoln Diaz-Balart (R-FL), advising on health care, appropriations, transportation, telecommunications, and energy. In addition to his NRCC work, Towner has participated in numerous high-profile congressional campaigns. He holds a B.A. in political science and a certificate in business markets and management from Duke University.

Meagan Foster, Vice President

Meagan brings nearly two decades of combined public and private sector political experience, beginning in the Alaska state legislature and spanning more than a decade with members of both the Senate and House of Representatives, as well as roles with two trade associations and multi-client firms. She began her federal career as a legislative assistant to Senator Mark Begich (D-Alaska), following her work in Alaska on health care, personal information protection, and rural issues, and later served as director of government affairs for NTCA – Rural Broadband Association and vice president of government affairs for the U.S. Telecom Association. Returning to Capitol Hill in 2017, she served as Senator Tom Udall’s (D-N.M.) senior policy adviser, leading his Commerce Committee work on telecom, aviation, space, railroads, auto safety, and consumer protection, and in 2020 joined then Congressman Welch’s staff managing telecom, technology, foreign affairs, and financial services policy. On the Hill, Foster built effective networks of policy influencers, prepared comprehensive briefings and talking points, drafted legislation, led policy research teams, and developed relationships with key government agencies, advocacy groups, and think tanks, including during the height of the COVID-19 pandemic. She earned her B.A. in women’s studies from the University of South Florida in Tampa.

Bryce Matthews, Senior Principal

Bryce brings experience in federal policy, government relations, and strategic advisory, beginning his career on Capitol Hill with internships for former House Agriculture Committee Chairman Mike Conaway (TX-11) and Senate Majority Whip John Cornyn (R-TX). He later served on Representative August Pfluger’s legislative team, supporting policy development, legislative strategy, and constituent priorities while working with congressional offices, committee staff, and agency officials to advance the Congressman’s agenda. Bryce subsequently joined Cozen O’Connor Public Strategies as a Government Relations Associate, where he advised clients on navigating legislative and regulatory landscapes, developing advocacy strategies, and engaging with policymakers and federal agencies. Across his public and private sector experience, he has built a strong foundation in policy analysis, stakeholder engagement, and strategic communications. Bryce earned degrees in Political Science and Economics from Texas Tech University.

Margaret Edsey, Principal

Margaret is a Principal with Potomac Strategic Consulting, where she monitors congressional hearings and media coverage, analyzes legislation, and tracks regulatory actions across federal agencies to support client advocacy and strategic engagement. Prior to joining the firm, she served as a legislative analyst at Cozen O’Connor Public Strategies, conducting in-depth research and tracking policy developments for clients in sectors including education, financial services, and infrastructure. During her time at Georgetown University, she interned with nonprofit organizations and public policy firms, including Mindset, a bipartisan Washington, D.C.–based firm, where she analyzed federal legislation and regulatory activity related to energy and the environment. Margaret graduated summa cum laude from Georgetown University with a B.A. in justice and peace studies and a minor in government.
